Weatherization & Energy Conservation for your home through the Housewarming Program

Created as a weatherization program for low-income customers, the program has consistently expanded to comprehensively address the safety and energy efficiency of low-income households.

The program now includes furnace replacements where needed, and carbon monoxide alarms. The Cleveland Electric Illuminating Company (CEI) provides funds for electric wiring repairs, compact fluorescent light bulbs, refrigerator replacements and roof repairs. In 1994, the city of Cleveland added a grant to fund needed furnace repairs. In 1997, water conservation measures and plumbing repairs were added with funding from the City of Cleveland Water Department.

In collaboration with The Cleveland Housing Network, DSCDO offers the Housewarming Program through contracts with Dominion East Ohio and the state of Ohio. CHN's Housewarming program has evolved from simple insulation installation to a thorough approach to household safety and resource efficiency.

HWAP Program

Through a contract with the city of Cleveland, DSCDO and the Cleveland Housing Network offers the Home Weatherization Assistance Program. Households that income qualify or which already receive the "Home Energy Assistance Program" (HEAP) or the "Percentage of Income Plan" (PIP) , are eligible to apply for FREE home insulation work and other gas, electric, and water conservation. Persons are eligible even if they do not own the home they live in. Renters, simply need the owner's signature on a form and neither the renter nor the landlord will have to pay money for costs.
